Recently, the National Data Administration has officially released the 3rd batch of 25 data circulation security governance typical cases at the Data Security Development Conference  2026. Among them, "The Public Data Circulation Security Management Case Based on Data Security Compliance Test Space" jointly submitted by the District Data Resources Administration Bureau and Xiaoshan Environmental Investment Group was successfully selected and became the only one listed from Zhejiang Province. 

 

In response to the three major challenges faced by enterprises in their operation and practice of public data authorization, namely being difficult to obtain data, difficult to verify scenarios and difficult to ensure security, our district has adopted a dual-drive approach of "sterile development environment + government-enterprise data integration service" as the core, and built a data security compliance experimental space in an innovative manner, then enterprises can conduct integration and processing of de-sensitized and de-encrypted public data with their own data, train models, verify the feasibility of business scenarios, and accelerate the incubation of data product within the said experimental space.
