Recently, the 6 detailed planning units including Hangzhou City Xiaoshan District Century CBD Core Unit have been officially approved by Hangzhou Municipal Government, symbolizing that our district has achieved full coverage of detailed planning within the 998 square kilometers of administrative jurisdiction scope, entering a new stage of the comprehensive and all-round management over all region and all elements.

In recent years, Xiaoshan has actively carried out the compilation work of various plannings under the "two levels and three categories" framework. The overall planning for space of national land of Xiaoshan District, the overall planning for space of national land of 12 towns, and the detailed planning for 33 units have been completed in batches and approved successively. During this period, the district has also strengthened examination at the district level, completing  examination of 47 planning projects within 2 years to ensure effective implementation of the district's development strategy and the actual development needs. Currently, the blueprint for the high-quality development of space of national land for Xiaoshan has been drawn.

This year 2025 marks the conclusion of “the 14th Five-Year Plan” and the scheme of “the 15th Five-Year Plan”, and it is also the year when the planning shifts from compilation to implementation all around. In the future, based on the guarantee of precise implementation of detailed planning, Xiaoshan will strive to lay a solid spatial foundation for the urban energy level leap.
