Xiaoshan released new policies for high-quality development of data industry, aiming to cultivate data element ecosystem through a full-chain approach

Recently, Xiaoshan District Data Bureau and Xiaoshan District Finance Bureau jointly issued Some Policies on Promoting The High-Quality Development of Data Industry for Xiaoshan District (Trial) officially, which definitely proposes to speed up the cultivation of data element market through  five core measures, and build a new quality productivity system driven by data. The policies will come into effect from May 1st and aim to seize the first chance of reform and development opportunities from data elements, and inject new kinetic energy into the high-quality development of data industry for Xiaoshan. 


According to information, the Policies consist of two parts: the policy content and appendices. The policy content mainly includes five core policies, focusing on the key links such as data collection, circulation, application and service etc., and launching targeted supportive measures. The second part, the appendices, clarify the objects of funding and the circumstances under which the policy funding will not be granted. 


For instance, in terms of the construction of high-quality datasets, enterprises are encouraged to build general artificial intelligence training datasets, standard testing datasets, industry-specific datasets, and large-scale model pre-training language databases etc. Enterprises or institutions are encouraged to conduct transactions for their high-quality datasets, and they will be subsidized at a rate of 10% of the annual circulation earnings from the datasets. The maximum subsidy per enterprise per year shall not exceed 500,000 yuan. For those included in the national, provincial and municipal dataset construction pilots, an additional one-time subsidy of 500,000 yuan, 300,000 yuan, and 200,000 yuan will be given respectively. For those rated as outstanding datasets at the district level, an additional one-time subsidy of 100,000 yuan will be given.
