Profile of Xiaoshan

Xiaoshan District, Hangzhou, standing in the north of Zhejiang Province, at the south bank of Qiantang River, in the northeast of Hangzhou City and the east of southern Hangzhou urban area, is a powerful district of the metropolis Hangzhou. Xiaoshan does not only have beautiful scenery, convenient transportation and developed economy, but also has a long history of 8000 years for human civilization, which can be traced back to the Cross-lake Bridge Culture period in the Neolithic Age. In 2021, part of the administrative divisions of Hangzhou City got adjusted and established Qiantang District, Hangzhou, which covers the administrative regions including Xiasha Sub-district and Baiyang Sub-district of the former Jianggan District and Hezhuang Sub--district ,Yipeng Sub-district, Xinwan Sub-district, Linjie Sub-district and Qianjin Sub-district of Xiaoshan District; upon adjustment, Xiaoshan District has been updated from 12 towns and 15 sub-districts to 12 towns and 10 sub-districts, covering a regional area in 998km2, and the government residence remains unchanged.  

 

2023 is a milestone year in the development history of Xiaoshan, and is a year for Xiaoshan to undertake major events, do important affairs and accomplish great events. By adhering to have Xi Jinpings Thought on Socialism with Chinese Characteristics for a New Era as our guidance, Xiaoshan District profoundly studied and implemented the spirit of the 20th National Congress of the CPC and the spirit of General Secretary Xi Jinpings speech during his investigation in Zhejiang, faithfully practiced the strategy of eight advantages and eight measures, and carried out all around the three decision-makings and deployments on the No 1 programs, the ten major programs of the CPC Zhejiang Provincial Committee and the two hard battles of the CPC Hangzhou Municipal Committee; under the strong leadership of the CPC Xiaoshan District Committee and Xiaoshan District Peoples Government, the district strove to do well the three major events including "resolutely winning the battle of economy turn-over, fully ensuring the Asian Games, and accelerating the road to common prosperity", and as a result, the development quality has been upgraded constantly, the economic aggregate has jumped to a new level, and the economy of the district has been steadily improved.   

 

I. General

IEconomic aggregate

According to estimate calculation, in 2023, the regional GDP of Xiaoshan District reached 223.069 billion yuan, an increase of 5.8% over the previous year (calculated at comparable prices, the same below); including: the added value of the primary industry was 5.705 billion yuan, up 1.5%; that of the secondary industry was 82.395 billion yuan, up 3.1%; that of the tertiary industry was 134.968 billion yuan, up 7.9%; the tertiary industrial structure is 2.6 : 36.9 : 60.5. Based on the permanent resident population, the regional per capita GDP of the district was 104,974 yuan.

 

(II) Digital economy

The added value of core industries of digital economy reached 27.448 billion yuan, an increase of 8.5% over the previous year, accounting for 12.3% of the GDP. 

 

At the end of 2023, the district had 320 enterprises of core industries for digital economy, of which 171 are industrial enterprises and 149 are service ones above the designated size. 

 

(III) Financial revenue and expenditure

The total financial revenue of the year was 56.691 billion yuan, an increase of 10.1% over the previous year, of which the general public budget revenue was 33.20 billion yuan, up 4.3%. The public finance budget expenditure was 32.816 billion yuan, down 4.4% over the previous year, including 23.808 billion yuan for people's livelihood, down 7.2%, accounting for 72.6% of the public finance budget expenditure; the expenditure for education, urban and rural communities, health and other peoples livelihood programs reached 6.89 billion yuan, 3.943 billion yuan and 2.293 billion yuan, down 1.8%, 34.4% and 31.3%, respectively.  

 

(IV) Market price 

The consumer price index rose by 0.5 % over the previous year. The prices of eight categories of goods and services showed a pattern of six rises and two falls. Among them: the prices of education, culture and entertainment raised 4.3%, that of other supplies and services 3.4%, that of food, tobacco and alcohol 1.4%, that of clothing 1.0%, that of health care 0.5%, that of daily goods and services raised 0.1%, that of transportation and communications fell 2.1%, and the price of housing fell 0.6%.    

 

(V) Labor and employment

In 2023, 37,400 person/time received vocational skill training, 40,400 new urban jobs were increased, and 19,800 people who have difficulty in employment or who are unemployed got help to find and re-find jobs. The minimum monthly wage was 2,280 yuan and the minimum hourly wage for part-time jobs was 22 yuan. 

 

II. Population, people's life and social security 

(I) Population

At the year end, the public security departments registered a total population of 1,288,600. all over the year, there were 10,893 births and 8,565 deaths, with a birth rate of 8.54 ‰ and a death rate of 6.72 ‰, and a natural growth rate of 1.82 ‰, 1‰ lower than that of the previous year. At the year end, the registered floating population was 1.3542 million.  

 

According to the results of sample surveys on population change in Hangzhou, the permanent population of Xiaoshan District at the end of 2023 was 2.14 million, an increase of 30,000 over the previous year; the urbanization rate was 81.3 %, 0.2 % higher than that of the previous year.  

 

(II) People's life

According to sample surveys, the annual per capita disposable income of all residents was 74,161 yuan, an increase of 4.8% over the previous year; the per capita consumption expenditure was 47,410 yuan, an increase of 7.8%, including the per capita disposable income of urban residents was 81,655 yuan, an increase of 4.3% over the previous year; the per capita expenditure for living consumption was 49,126 yuan, an increase of 7.1 %. The per capita disposable income of rural residents was 52,719 yuan, up 7.0 %; the per capita consumption expenditure was 42,501 yuan, up 10.1 %; the per capita living space of urban and rural residents was 55.1 m2 and 79.9 m2, up 0.8 % and 0.9 % year-on-year respectively.   

 

(III) Social security 

By the end of the year, 1,191,400 people had participated in urban enterprise old-age insurance; 1,619,800 participated in medical insurance; the number of people covered by work-related injury insurance and unemployment insurance was 1,043,800 and 764,900 respectively. The participation rate of the various old-age insurances of the district reached 99.53 %, and the household registration participation rate of basic medical insurance remained above 99.8 %.  

 

During the year, 405,100 m2 of integrated upgrading and renovation for old residential communities was completed, and 109 elevators were installed for existing residential buildings. 6.08 million m2 of temporary housing was completed, and 11,500 households moved back for dwelling. The newly started talent housing covered 53,000 m2.  

 

(IV) Social welfare

At the end of 2023, there were 501 community home-based elderly care centers and 34 demonstration home-based elderly care centers. There were 36 nursing institutions for the aged of various types, with 3,951 beds. There was one child welfare institution with 50 beds for children.  

 

The minimum living allowance for urban and rural residents was adjusted from 1,216 yuan per person per month to 1,259 yuan. A total of 11,015 people received minimum living allowances for urban and rural residents, and 158 million yuan of minimum living allowance was allocated for the year. A total of 111.01 million yuan was raised for charity throughout the year; the district provided assistance to 45,104 people in need, spending 84.34 million yuan. 

 

III. Urban construction, environmental protection and safe production

(I) Urban construction 

At the end of 2023, the urban built-up area was 132.6 km2. 18 planning formulations were completed, realizing full coverage of planning for key platforms. Renovation was completed for 9 villages in the urban area. The comprehensive transportation "reinforcing chain and strengthening chain" action got launched all around, 6 major transportation projects including the metro Phase 4 (Xiaoshan section), and the section from No. 104 National Highway Hangzhou Hezhuang to Yaqian etc. and the top eight ten-billion yuan major water conservancy projects including the comprehensive treatment project (the foregoing section) of Yongxing River basin etc. started construction. 4 dead end highways got open. 9 urban parks were built, adding one million m2 of urban green space. 18 provincial-level future communities were built, and 7 of the first batch of the provincial modern communities were built and evaluated.  

 

(II) Public utilities 

The total electricity consumption of the year was 22.647 billion KWH, an increase of 5.1% over the previous year, of which 13.586 billion KWH was consumed by industry, an increase of 3.8%, and 3.183 billion KWH was consumed by urban and rural residents, a decrease of 0.1%. The annual water supply was 382.75 million cubic meters, with the highest daily water supply of 1.2 million cubic meters; The annual sales of water was 334.28 million cubic meters, of which the domestic water was 135.07 million cubic meters; The water supply capacity reached 1.6 million cubic meters per day. At the end of the year, there were 169 bus lines with 1,525 buses, and the yearly total volume of bus passengers was 73.34 million person/time.   

 

(III)Ecological environment  

The energy consumption per unit added value of industrial enterprises above designated size fell by 2.6% for the year. The action on blue sky, clear water, clean land and waste removal got deepened, 10 coal-fired boilers below 35 tons of steam were eliminated, and the good air quality rate reached 83.7%, up 2.8% year-on-year. Xiaoshan Ecological Civilization Museum was built, and Siwuling was selected as a provincial biodiversity experience site. 2 provincial-level beautiful rivers and lakes were created successfully, winning the "Da Yu Tripod" silver award for three consecutive years.   

 

(IV)Safe production  

The district has been awarded the title "Peaceful County (District, City)" for 19 years consecutively, won the first batch of "The Two-star Peace Golden Tripod Award" of the province. It promotes troubleshooting and rectification on safe production and fire safety all around, and efficiently operates the "1833" joint command system for flood and typhoon prevention. It builds "one map of risks and hidden troubles", fully implements "the great safety system integration", and "the integration of three networks" overall smart governance is included in the first batch of pilots of Hangzhou. The quantity of conflicts and disputes, unpaid salary incidents, criminal cases, public security and police information, the quantity of homicide cases, and the number of traffic accidents in the district achieved "six declines", and it has been selected into The Top Ten Counties (Districts) of China's Social Governance. 

 

IV. Agriculture 

(I) Agricultural production

The annual added value of agriculture, forestry, animal husbandry and fishery achieved 5.982 billion yuan, an increase of 1.7% over the previous year. The total output value of agriculture, forestry, animal husbandry and fishery reached 9.261 billion yuan, an increase of 1.7% over the previous year. Of which, 6.097 billion yuan was for agriculture, down 1.0%; 141 million yuan for forestry, up 12.2%; 1.109 billion yuan for animal husbandry, up 20.0%; 1.123 billion yuan for fishery industry, up 4.8%; the service sector of agriculture, forestry, animal husbandry and fishery reached 790 million yuan of added value, up 5.4%. The output value of the five characteristic industries in terms of vegetables, flowers and trees, animal husbandry, aquatic products, tea and fruit was 8.101 billion yuan, accounting for 87.5% of the total agricultural output value. The annual output of melons and fruits was 61,000 tons, down 12.0%; the output of aquatic products was 39,400 tons, an increase of 4.4%. 

 

Nearly 10,000 mu of high-standard farmland was built or transformed and upgraded, and the functional areas for grain production remained above 156,100 mu steadily. The total purchase amount reached a record high. The district was selected as a provincial pioneering county of high-quality development for comprehensive agricultural "human replaced by machine".   

 

(II) Harmonious and beautiful countryside

The district comprehensively deepens the project for “demonstration of one thousand villages and renovation of ten thousand villages” and has been selected as a provincial superior district for harmonious and beautiful countryside work; Meilin Village, as the origin of the project for “demonstration of one thousand villages and renovation of ten thousand villages”, has become a national demonstration model; Hengyi Village is included in the national experience field presentation investigation points for the study and application of the project for “demonstration of one thousand villages and renovation of ten thousand villages”.  

 

The district has successfully built 80 provincial-level harmonious and beautiful villages, 6 provincial-level future villages, and launched building the first batch of 4 future rural group  revitalization demonstration belts. It has successfully created it as a national demonstration county of " the four-good rural roads" .  

 

V. Industry and construction industry   

(I) Industrial economy

The annual industrial added value achieved 73.026 billion yuan, an increase of 3.3% over the previous year, of which 59.728 billion yuan was for the added value from industrial enterprises above designated size, an increase of 4.0%. The added value of digital economy for the manufacturing industry above designated size was 9.668 billion yuan, up 16.3% ; the added value of hi-tech industry was 42.482 billion yuan, up 5.7%; the added value of strategic emerging industry reached 18.778 billion yuan, up 15.9%; the added value of the equipment manufacturing industry reached 25.773 billion yuan, up 8.7%. According to the size and type of enterprises, the added value of large enterprises was 12.744 billion yuan, up 5.2%; that of medium-sized enterprises 19.106 billion yuan, up 0.5%; that of small and micro enterprises 27.877 billion yuan, up 5.9%.   

 

The total profits and taxes of industrial enterprises above designated size reached 26.206 billion yuan, of which 19.138 billion yuan was the total profits, up 2.6% and 7.2% over the previous year respectively. There were 391 loss-making enterprises, with a loss scale of 23.6% and a total loss amount of 2.574 billion yuan; the operating income profit margin was 4.94%, an increase of 0.44%; the total labor productivity of industrial enterprises was 261,000 yuan/person.   

 

(II) Construction industry

The annual added value of construction industry reached 9.416 billion yuan, an increase of 0.9% over the previous year. At the end of the year, there were 405 construction enterprises with general contracting and professional contracting qualifications. The yearly total output value of  construction industry was 108.256 billion yuan, an increase of 9.3% over the previous year; the output value of completion for construction industry was 47.126 billion yuan, up 8.4%. 

 

 

VI. Fixed asset investment and real estate 

(I) Investment in fixed assets 

The investment in fixed assets reached 158.925 billion yuan, an increase of 5.2% over the previous year. In terms of the industrial investment direction, the investment in the secondary industry was 16.005 billion yuan, up 16.3%, of which 8.108 billion yuan was completed for industrial technological transformation, down 3.1%; the investment in the tertiary industry was 142.914 billion yuan, up 4.1%. 

 

(II) Real estate 

The yearly investment in real estate development was 94.025 billion yuan, an increase of 9.0% over the previous year. The area under construction for real estate development was 26.0889 million m2, up 3.7%; the newly started real estate area was 2.9308 million m2, an increase of 8.8%; the completed area of real estate development was 2.5049 million m2, down 8.0%. The sold area of commercial housing in the year was 2.5025 million m2, down 9.5%.   

 

VII. Domestic trade

The annual added value of wholesale and retail industry reached 20.23 billion yuan, an increase of 3.6% over the previous year. The total retail sales of consumer goods reached 100.621 billion yuan, an increase of 11.1%, including the total retail sales of consumer goods above quota reached 62.146 billion yuan, an increase of 14.6%. In the unit retail sales of goods above quota, the automobile category increased by 24.5 %, the cosmetics category increased by 13.0 %, and the petroleum and product category decreased by 0.2 %. 

 

VIII. Foreign Economy

(I) Foreign trade

According to customs statistics, the yearly total import and export amount was 113.772 billion yuan, up 3.0%, including the total amount of imports was 22.753 billion yuan, up 2.0% and the total amount of exports was 91.019 billion yuan, up 3.3%. Among the total amount of exports, 29.793 billion yuan was for mechanical and electrical products, up 11.6 %; 21.603 billion yuan for textiles, down 2.1%; that for down feather and its products was 3.386 billion yuan, down 21.2%; that for clothing was 3.566 billion yuan, down 10.5%; 3.833 billion yuan for furniture, up 1.8%; 3.166 billion yuan for chemicals, down 1.0%. Among the total amount of exports, hi-tech products reached 3.448 billion yuan, up 24.9%.  

 

(II) Attraction of foreign business and investment

In 2023, the contractual utilization of foreign capital of the district reached US 5.316 billion dollar, up 584.7% year on year. Of which, 114 new foreign-invested enterprises were approved and US 5.309 billion dollar of foreign capital utilized for projects was newly approved. The actually utilized foreign capital of the district was US 3.516 billion dollar. 

 

IX. Transportation, post , telecommunications and tourism

(I) Transportation

At the end of the year, the mileage of highways opened to traffic in the district reached 1,902.09 km, including 119.59 km of expressways and 565.25 km of the first and second class highways.

 

At the end of the year, the total number of motor vehicles of the district was 745,000, including 680,000 automobiles.  

 

(II) Post and telecommunications 

All over the year, the express delivery business volume was 2.028 billion pieces, an increase of 39.4% over the previous year; the revenue of express delivery business reached 16.387 billion yuan, an increase of 17.7%. 

 

(III) Tourism industry  

At the end of the year, there were 11 tourist attractions above Grade AAA, including 5 Grade AAAA tourist attractions; 3 provincial-level intangible cultural heritage projects and 6 municipal workshops, 1 municipal traditional craft workstation, 25 district-level intangible cultural heritage bases, and 2 special intangible cultural heritage museums were added. The Asian Games main torch tower "Qianjiang Tidal Surge" and the opening and closing ceremony performance program "Xianghu Lake Elegant Rhyme" were permanently settled in the district. The headquarters of World Tourism Alliance got opened officially.  

 

X. Finance

The added value of financial industry reached 25.55 billion yuan, an increase of 10.3% over the previous year. At the end of the year, there were 36 banks and financial institutions, and the balance of local and foreign currency deposits of financial institutions was 732.606 billion yuan, up 12.2%; The balance of loans reached 729.301 billion yuan, an increase of 13.8%, of which household loans reached 229.864 billion yuan, an increase of 13.436 billion yuan over the beginning of the year, and loans to non-financial enterprises, institutions and organizations reached 494.381 billion yuan, an increase of 71.79 billion yuan over the beginning of the year. 

 

XI. Education and science & technology 

(I) Educational undertaking

By the end of 2023, there were 84 primary schools with 122,241 students across the district; there were 56 junior middle schools with 45,022 students. There were 13 regular senior high schools with 21,184 students. The net enrollment rate of three-year preschool kindergartens was 99.25%, and the proportion of junior high school graduates entering the various senior high schools was 100%.  

 

The district won initial success of the brand "Advocating Education in Xiaoshan", established the "1+N" high-quality education development policy system and the proportion of the first class college entrance examination reached a record high; it completed 24 school construction projects, added 12,000 study seats, and passed the provincial acceptance inspection on the popularization and inclusive district for national preschool education and the quality and balanced development district for national compulsory education. It took the lead in the province to achieve full coverage of the "childrens palaces in the doorway" for towns and sub-districts.  

 

(II) Scientific and technological innovation

The number of newly granted patents in the year was 13,720 pieces, including 2,390 granted invention patents. The national first patent-intensive product cultivation and promotion center was settled in the district. It accelerated building the preferred place for the transfer and transformation of scientific and technological achievements, organized and established the "Big Dipper" science and innovation alliance, held 100 "Xiaoshan Business Startup Collection" innovation and entrepreneurship activities, and laid out a new concept authentication center. One provincial "future factory", 5 industrial Internet platforms, and 170 digital transformation projects were added.  

 

19 new state-level professional, refined, specialized and new "little giant" enterprises were added, totaling 41; 364 state-level professional, refined, specialized and new small and medium-sized enterprises were added, totaling 492. There were 50 new "brand mark" certified enterprises of Made in Zhejiang. 2 enterprises were nominated for China Quality Award, and 4 were selected into the first batch of Eagle Enterprises of the province. 

 

There were 444 new national hi-tech enterprises and 946 provincial science & technology middle and small-sized enterprises. 1 enterprise won the silver award of China Patent Award, and 3 were shortlisted as the provincial top 100 creative enterprises. 1 national incubator and 5 provincial incubators (maker space) were added. There were 106 newly recognized hi-tech enterprise R&D centers of the city level.    

 

(III) Introduction of talents

A total of 2,481 senior talents, 5,303 highly skilled talents and 44,800 graduates under the age of 35 were added. The district was selected into the provincial first batch of foreign high-end talent innovation gathering areas. 

 

XII. Culture,hygiene and sports 

(I) Culture

The annual added value of cultural industry reached 9.81 billion yuan, an increase of 8.6% over the previous year. At the end of the year, the library collection reached 3,312,400 volumes. 

 

The 4th United Nations World Data Forum and The 2nd Global Digital Trade Expo were successfully held in the district. It built Qiantang River Poem Road (Qiantang Tidal Surge) Cultural Inheritance Ecology Protection Area successfully, and was selected into the provincial-level first batch of "intangible cultural heritage to help common prosperity" pilots. The World Tourism Expo Museum opened, and Zhejiang Oil Painting Academy was completed and opened. The Grand Canal Xiaoshan West Railway Station Section became a provincial historical and cultural block, and a batch of cultural and creative blocks such as Wuqi Commune and Granary Art Park were completed and opened. 100 "15-minute quality cultural life circles" were newly increased.

 

(II) Hygiene

At the end of the year, Xiaoshan District had 1,011 medical and health institutions of all kinds, including 73 hospitals. There were 12,387 beds, including 11,960 hospital beds. There were 19,393 professional health technicians, including 7,122 practicing (assistant) doctors and 8,730 registered nurses. 

 

Qianjiang Hospital of Obstetrics and Gynecology Affiliated to Zhejiang University School of Medicine, was officially opened, and the relocation projects of the headquarters of The Second Affiliated Hospital of Zhejiang University School of Medicine, Zhejiang Province Dermatology Hospital and Xiaoshan District Second Hospital were steadily pushed forward, successfully creating it as a provincial health district.   

 

(III) Sports  

There were 22 new peoples gyms and 373,100 m2 of public sports venues, basically forming a "10-minute fitness circle". There were 75 new grade athletes in the year, including 4 athletes at the elite level, 35 at the first level and 36 the second level.
