Hangzhou City Xiaoshan District Implementation Method for Graduate Business Pioneering

In order to deeply implement the strategy strengthen the district by talents and promote our district graduate business pioneering work, in compliance with the relevant document spirits of the province and city on promoting the public business pioneering and mass innovation, and Hangzhou Municipal Peoples Government Three-year Action Plan on Hangzhou City Graduate Business Pioneering (2017-2019)(SZBH (2017)No.122), the implementation method is formulated for doing well our district graduate business pioneering work as follows:

I. With the guidance ideology, it is to deeply study and implement Xi Jinpings socialist ideology with Chinese characteristics of the new era and the spirit of the Partys 19th national congress, grasp the post G20 summit, pre Asian Games historical opportunity, insist three major lines, promote the linkage of three approaches, highlight the concept talent resource is the first resource, with prospering real economy and building a national leading talent highland as the target, develop the market function actively, create excellent talent development ecology, attract more graduates from home and abroad to Xiaoshan for business pioneering and provide powerful talent support for building a modernized international urban area that shows world famous city appearances.

 

II. Support objects and conditions

(I) The graduates (referred to the undergraduates in the normal colleges and universities in Hangzhou or the national full-time graduates from normal colleges and universities graduated within 5 years) establish enterprises that meet the city, district industry development guidance within the scope of Xiaoshan District and meet the following conditions:

1. The graduate acts as the legal representative of the pioneering enterprise (not referred to the legal representative after alteration from an established enterprise), and pays social insurance at the said enterprise legally.

2. The total capital contribution of core members of the graduate pioneering team is not less than 30% of the registered capital.

(II) The college graduates herein refer to those graduates from full-time normal three-year colleges and universities. The returned overseas students identified for academic background, technical college graduates acquired with senior professional qualification certificate, and professional education type graduates from special education colleges shall enjoy the same policies as that for college graduate business pioneering; the technician college full-time students in the training period of senior engineers and technicians shall enjoy the same relevant policies as that for college graduate business pioneering. The foreign (overseas) graduates that have acquired the academic background identified by Ministry of Education shall enjoy the same relevant policies as that for college graduate business pioneering.

 

III. Subsidy programs and contents

(I) Program subsidy: upon declaration made by the graduate pioneering enterprise and the recommendation of the district human resource and social assurance bureau and review by experts, for graduate pioneering programs the free subsidy at six levels in 20,000 Yuan, 50,000 Yuan, 80,000 Yuan, 100,000 Yuan, 150,000 Yuan and 200,000 Yuan can be acquired; as for the graduate business pioneering programs that meet the city free subsidy conditions, based on enjoying the district free subsidy for graduate business pioneering programs, the city finance will further offer subsidy as 50% of the free subsidy amount for the district finance programs. In case any program participates China Hangzhou graduate business pioneering contest,enters the top 400 and settles in our district, a direct application may be made for free subsidy according to Hangzhou contest standard by being free from review.

The applicant must have specific business pioneering program and have feasibility; based on the program technology content, potential economic and social efficiency, market outlook and team structure etc., it is to have preferential selection of subsidy objects and determine the subsidy amount. The subsidy fund shall be used for relevant charges of program implementation including operation cost, R & D cost etc. and is not allowed to use for consumption or other expenditures irrelevant to production and operation.

(II) Rental subsidy: when a house is rented for business pioneering, the rental subsidy shall be offered for the office house covering an area of within 100m2 within three years, the subsidy standard is 1 Yuan/m2 per day for the first year, and is 0.5 Yuan/m2 per day for the second and the third year. The subsidy shall be subject to the actual rental cost in case the actual rental is lower than the subsidy standard.

(III) Subsidy for the district graduate business pioneering contest programs: when the award-winning programs at Xiaoshan District graduate business pioneering contest settle at our district, they can be free of review if they meet free subsidy conditions and may apply for free subsidy directly. The subsidy standard is 80,000 Yuan for excellent award programs, 100,000 Yuan for the third award programs, 150,000 Yuan for the second award ones and 200,000 Yuan for the first award ones.

 

IV. Encourage to expand and get powerful

(I) The subsidy for supporting excellent business pioneering performance: as for the graduate business pioneering enterprises whose annual tax revenue is over 1 million Yuan or that have driven employment for over 100 people, upon being reviewed and approved by the city, district human resource and social assurance bureau and finance bureau, the subsidy in 100,000 Yuan shall be offered one off respectively.

(II)The rental re-subsidy for business pioneering performance: as for the growing type gradate business pioneering enterprises that enjoy site subsidy for three years, if the yearly sales revenue in the three years of enjoying the site subsidy can reach 1 million Yuan and the yearly tax payment exceeds 500, 000 Yuan, the site subsidy as 0.5 Yuan/m2 per day, within 100m2 each year can be offered for another three years according to the standard as set in the preceding clause.   

(III) Participate Hangzhou City Graduate Outstanding Business Pioneering Talent Cultivation Program. It is to encourage graduate business pioneering enterprises to expand and get powerful and participate Hangzhou City Graduate Outstanding Business Pioneering Talent Cultivation Program, any selected cultivation object shall be offered for a cultivation support fund in 500,000 Yuan each, the said cultivation support subsidy shall be borne in a ratio of 1:1 by the city and the district (county) finance jointly according to Hangzhou City graduate outstanding business pioneering talent training program, shall be used for education & training, key problem tackling of the program, technology research and development, operation management and market development etc, and supporting sound and rapid development for growing period graduate business pioneering enterprises.   

 

V. Promote the district graduate business pioneering park building

In order to promote the graduate business pioneering park building and encourage all corners and private enterprises across the district to build graduate business pioneering parks, the identification standard on the district graduate business pioneering parks is as follows:

(I)The business pioneering park shall be established for more than one year, the sponsor of the said park must have independent legal entity qualifications, can undertake legal responsibility independently to the public, have a full range of park construction & development planning, have distinct industry features and orientation, the industrial structure in the park is rational and the park meets the overall planning and industry development guidance of our district economic and social development.

(II) The park has a certain development size, the built floor area of the park in the declaration year is no less than 10,000m2, has gathered 20 and more graduate business pioneering enterprises and driven employment of no less than 100 people.  

(III)The park has normalized and rational management organization and operation system, has comparably perfect public service supporting system, can efficiently organize to conduct the park building, management and operation and provide all-around public service for graduate business pioneering enterprises.  

It is to encourage private enterprises to build graduate business pioneering parks, for any identified district level graduate business pioneering park, the subsidy in 200,000 Yuan shall be offered one off for park building. It is to encourage to participate identification for the city level graduate business pioneering parks, for any park upon being identified as a city level one, the subsidy in 1 million Yuan shall be offered one off for park building, the subsidy fund for the city level graduate business pioneering parks shall be borne in 50% by the city and district finance each. The district bearing part for the same program subsidy shall be awarded in the principle of being subject to the higher and without repetition.

 

VI. Improve business pioneering service work

(I) It is to promote the registered capital contribution registration system, provide industry and commerce registration convenience, relax control over market access system and restrictions on the operation places for graduates to start business in Xiaoshan. Graduates are allowed to rent, use the places in the scope of colleges and universities as operation places for registration. When submitting the place use certificate, only the certificate that the college agrees to use the place as operation place is required to be submitted, and the house ownership certificate is not required. Upon being agreed by the local neighborhood committee or owner committee, residence used for business is allowed for registering enterprises in terms of e-business, creative design, software development and intermediate service etc.

(II) Attach importance to graduate business pioneering training work. It is to implement the graduate business pioneering tutor system, conduct mentorship program”, set up the business pioneering tutor team, employ college graduate business pioneering tutors and successful entrepreneurs and experts from relevant government departments to act as trainers, help graduates by means of consultation guidance, teaching guidance and inquiry guidance etc. increase their business pioneering practice capability and support self business pioneering for graduates.  

(III)It is to keep improving business pioneering financing environment, guide social capital to enter the early stage business pioneering programs, encourage financial organizations to provide individualized financial service to graduate business pioneering enterprises, assist construction of the city level talent recruitment and intelligence introduction platforms, encourage graduates to participate business pioneering contest, provide business pioneering incubation and financing service and realize settlement of business pioneering programs.  

 

VII. Supplementary articles

(I) When eligible graduates apply for various subsidies for their pioneering enterprises, the said enterprises shall be registered for establishment and have been operated normally for over 6 months.

(II) For the same graduate who acts as the legal representative of multiple enterprises, the graduate pioneering enterprise that can enjoy support policies can be one only, and the program that is declared for free pioneering subsidy shall be one at the maximum.

(III) The subsidy fund for graduate pioneering programs shall be subject to the higher principle and non-repeated enjoyment; no repeated enjoyment is allowed in case other district level support policies have been enjoyed. For graduate business pioneering parks established by private enterprises, in case any of the parks has enjoyed award from other technology pioneering parks etc. ,the award shall not be repeated any more.

(IV) This notice shall be implemented from April 1st, 2018 and its valid term shall be three years. The graduate business pioneering programs reviewed before April 1st, 2018 shall be subject to the original policies.

(V) The district human resource and social assurance bureau shall be responsible for the interpretation of this notice.
