  Some Opinions on Further Accelerating E-business Development 

  In order to implement the spirit seriously of the official documents The State Council Opinions on Greatly Developing E-business and Accelerating Cultivation of New Drive for Economy (GF2015No.24), The State Council Written Reply on Approving to Establish China (Hangzhou) Cross-border E-business Comprehensive Pilot Area (GH2015No.44), Zhejiang Province People’s Government Implementation Opinions On In-depth Promoting E-business Replacing Market and Accelerating to Build International E-business Centre (ZGBF2013No.117) and Hangzhou Municipal People’s Government Notice on Promoting Cross-border E-business Development (Trial) (HGH2015No.102) etc., practice the significant Internet +strategy, participate the building of China (Hangzhou) Cross-border E-business Comprehensive Pilot Area all around, accelerate steps ofe-business replacing market and boost economic transformation and upgrade, the opinions on further accelerating e-business development work are hereby made as follows. 

    

  Significance 

  The development of e-business is the significant content to practicethe Internet + strategy, and is significant for promoting the melted development of traditional industry and emerging industry, enhancing financial vigor, reducing circulation cost, motivating business establishment and innovation, expanding employment, driving consumption, improving people’s livelihood and promoting economic transformation and upgrade etc.   

   

  I.Work Target 

  By highlighting the target to build “Smart Business” for Xiaoshan, it is to be led by significant strategy of the Internet + and the “belt and road” , with “build China (Hangzhou) Cross-border E-business Comprehensive Pilot Area, build an international e-business centre of Hangzhou as the opportunity, implement the 123100(1 industry belt, 2 provincial platforms, 3 provincial parks and 10 billion of transaction amount)project with all efforts, expand the e-business replacing market all around, accelerate the melted development of traditional industry and emerging industry and help Xiaoshan in economic transformation and upgrade.   

   

  From 2015, cultivate and introduce over 300 e-business enterprises each year, popularize e-business knowledge for 10,000 persons, and train 300 e-business professionals. It is to try to build 1 online industry belt, 2 provincial well-known e-business platforms, 3 provincial demonstration e-business industry parks, 10 provincial key e-business enterprises with the e-business transaction amount breaking through 10 billion Yuan and the cross-border e-business transaction amount breaking through US 1 billion dollar by 2017.   

    

  III. Work Measures 

  (I) To formulate Xiaoshan District e-business industry development planning 

  By combining with the actual situation of e-business development trend and Xiaoshan industry development, it is to accelerate formulating Xiaoshan District E-business Industry Development Planning (2015-2020) and develop the leading role of the said planning to the fullest extent.   

   

  (II) To build the public service system for e-business 

  1. Build the public service system for e-business. It is to promote the construction of public service system for e-business and on such base, further integrate e-business service resources all of the district, set up some contact points at the relevant platforms, towns and streets within the district and build the e-business service system of the whole district. 

    

  2. Build the public service system for cross-border e-business. It is to integrate the resources in terms of customs, national inspection, land border ports, finance and logistics etc., combine with the airport economy zone and Xiaoshan Economy & Technology Development Zone cross-border e-business development demand, establish the one-stop public service platform for cross-border e-business, support such departments as customs, inspection and quarantine etc. to upgrade service level and provide more efficient and convenient matching service for cross-border e-business development.   

    

  (III)To build e-business industry bases 

  1. Promote actively featured industry to occupy the industry belt. It is to accelerate Xiaoshan industry to have online operation, promote featured industry of all platforms, towns and streets to occupy the industry belt, conduct online distribution and wholesale business for regional featured products, further expand the brand influences and reputation for featured products including agriculture products, umbrella, children wear, down feather, bathroom, shoes, gauze and hardware etc. By combining the online and offline operation, it is to broaden and innovate product sales channels. 

  2. Cultivate e-business industry zones actively. It is to focus on promoting the building of e-business parks including China (Hangzhou) Cross-border E-business Comprehensive Pilot Area·Airport Industry Zone, Xiaoshan zone, Hangzhou Bay Information Port and China Online Business Town etc. and build e-business industry zones famous all over the province.   

    

  (IV) To greatly develop cross-border e-business 

  1. Develop the particular airport harbor advantage and bonded logistics function, have the building of China (Hangzhou) Cross-border E-business Comprehensive Pilot Area as the opportunity, enhance the introduction and support for well-known e-business enterprises and logistic enterprises, accelerate the basic matching facility construction including Type B bonded logistic central warehouse and comprehensive assurance etc., accelerate to boost the construction of airport economy zone (comprehensive protection zone) and try to build the airport as the main battlefield for Xiaoshan cross-border e-business development. 

    

  2. Keep improving the basic facilities and function of necessary matching stations for Xiaoshan cross-border e-business zone, introduce and support the third party cross-border e-business enterprise development.  

     

  3. Boost enterprises to conduct cross-border B2B export. It is to accelerate the process of enterprises to conduct cross-border e-business and guide traditional foreign trade enterprises to transform into developing cross-border e-business. By combining with the actual situation of Xiaoshan advantageous block industry, it is to encourage various manufacturers and large professional markets to conduct cross-border e-business. 

    

  4. Combine with the overseas warehouse construction policies of the province business department, encourage those qualified enterprises to build overseas warehouse by themselves, and other enterprises to participate and share, coordinating to develop the B2B2C cross-border e-business export.  

    

  5. Build the import commodity O2O centre, closely combine offline experience, online order placement and offline delivery of goodsand build the one-stop service export commodity O2O centre which integrates exhibition, experience, transaction and distribution etc.   

    

  (V) To boost industrial enterprises to apply e-business 

  Accelerate industrial enterprises to apply e-business. It is to encourage enterprises to make use of the well-known third party e-business platform or build their own platforms to apply e-business, conduct online R & D design, online purchase and marketing, explore domestic and international online market and upgrade the supply chain coordination and business coordination level for enterprises. It is to try to realize the full coverage of e-business knowledge for enterprises of a certain size through three-year efforts, the full coverage of e-business employee training for industrial enterprises of a certain size, basically realize the full coverage of marketing network approach for enterprises of a certain size by 2017 and further upgrade the e-business application level for our district industrial enterprises.   

   

  (VI)To explore the countryside e-business market   

  1. Cultivate actively the countryside e-business market body, and build countryside e-business service points. It is to encourage returned graduates, graduate village officials and countryside youth to establish business by relying on e-business, and promote the in-depth melting of the Internet and countryside through cultivating countryside e-business villages and countryside e-business village service points.  

   

  2. Build Xiaoshan agriculture e-business incubation park. It is to expand agricultural product online sales business by relying on the platform including the online Xiaoshan agricultural product featured hall etc. It is to encourage the main body of agriculture operation to occupy agriculture e-business incubation park, implement huddled marketing and expand online influences of Xiaoshan agricultural products. 

  3. Guide the main body of agriculture operation to conduct online sales of agriculture products, combine online and offline sales and prolong the sales chain. Rely on the third party network group purchase and promotion platform, conduct seasonal agriculture product online promotion, explore online pre-sale mode for fresh agriculture products and accelerate to build the agriculture product network sales system. 

    

  (VII)To boost service industry enterprises to conduct e-business  

  1.Promtoe such enterprises as department stores, shops, catering hotels, tourist scenic areas, financial and insurance etc. to conduct network sales, and explore the O2O mode which combines online sales and offline experience so as to realize melted interaction of online and offline transaction. It is to try to realize the full coverage of e-business training for online enterprises and over 30% online enterprises to have online purchase, sales by using the Internet through efforts in three years. 

    

  2. Hold online shopping festivals, network expos and organize enterprises to attend festivals and exhibitions such as Hangzhou e-business expo etc.    

    

  (VIII)To improve e-business logistic distribution 

  1. Promote the construction of smart logistic programs, develop the third party logistics greatly, boost the fourth party logistics and cultivate a batch of express courier and logistic enterprises of nice reputation, excellent service and efficient operation. 

    

  2. Promote the cooperation between logistic enterprises and e-business platform to provide rapid and efficient logistics support for online transaction. 

    

  3. Support key e-business enterprises to build logistics centre, and support urban communities, administrative villages to build express courier delivery places for online shopping. The newly built communities should bring express courier delivery places into planning.   

   

  (IX) To promote the Internet finance development   

  1.Invite and introduce the Internet finance enterprises in other places to develop business in Xiaoshan. Support qualified enterprises to apply the Internet finance operation qualifications, establish the Internet finance institutions and conduct the Internet finance business. 

    

  2. Encourage the Internet finance enterprises to be oriented by the service for entity economy, conduct innovation in terms of product, technology, service, management and mode based on the multiple investment and financing demands from small and micro enterprises and individuals, and enhance financial service in terms of key fields, key enterprises and key programs for e-business. Guide various equity investment enterprises to invest e-business enterprises. 

    

  3. Support the significant program actively Qianjiang Century Town to introduce the low carbon industry Internet O2O finance service platform and try to build “low carbon towns”. 

       

  (X)To accelerate training and introduction of e-business talents 

  The district relevant departments and all platforms, towns and streets shall enhance linkage solidly, fully develop the leading role of the district e-business service centre, cooperate with colleges & universities, e-business training agencies and e-business practice bases etc. to popularize e-business knowledge, train e-business professionals, and introduce top-end and comprehensive e-business talents actively to provide intelligence support for the rapid development of e-business. Encourage “business establishment by the public and innovation by the multitude” actively, guide more entity enterprises to develop e-business and encourage more makers to conduct e-business innovation and pioneering.   

   

  IV. Assurance measures 

  (I) Enhance organization and leadership: it is to build a leader team of the district e-business work, increase the overall planning force, enhance integration of resources, define responsibilities for all departments, improve the coordination mechanism between departments and motivate all parties. All platforms, towns and streets are also required to build leadership institutions that have the main leader as the team head, define target tasks, responsible departments and staff. The district relevant departments shall combine with their own function to increase service efficiency, upgrade service level and support sound and rapid development for e-business together.     

    

  (II)Enlarge support force: it is to establish the district e-business special support fund in a total amount of 20 million Yuan to make awards or allowances for those independent legal persons registered at this district and the e-business enterprises, platforms and parks etc. that have been brought into the e-business statistics system.  

    

  1. Support the building of public service programs for e-business. It is to offer the one-off operation aid in 200,000 Yuan to the operation body of public service program including the district e-business service centre etc. It is to offer the one-off allowance in no more than 50% of the exhibition space rental and no more than 1 million Yuan at the maximum to the operation body of cross-border e-business O2O experience centre. For any online industry belt that is built and put into operation formally, it is to offer one-off financial aid to the construction body at the maximum of 3 million Yuan. 

    

   

  2. Support cross-border e-business body cultivation and operation at a certain size. For any enterprise that has cross-border e-business and the annual export transaction amount in and above US 200,000 dollar, it is to offer the one-off allowance in the 30% logistic fees through the “single window” service at the comprehensive pilot area and at the maximum of 100,000 Yuan. 

    

  For any enterprise that uses a third party platform to conduct cross-border e-business and whose annual export transaction amount reaches and exceeds US 100,000 dollar, it is to offer allowance in 50% of the actual payment to the third party platform service charge and at the maximum of RMB 10,000 Yuan. 

    

  For any enterprises conducts credit guaranty products for cross-border e-business application, it is to offer financial aid in no more than 40% of insured fee. 

    

  For any foreign trade enterprise, various operation bodies and various professional markets that conduct cross-border e-business, it is to offer some award and the specific implementation rules shall be formulated and issued separately by the district commerce bureau and the district finance bureau. It is to encourage cross-border e-business enterprises of a certain size to operate and expand cross-border e-business export increment, and the specific implementation rules shall be formulated separately by the district commerce bureau and the district finance bureau.    

   

  3. Support the development for e-business parks. For any e-business enterprise that occupies at the district demonstration e-business industry park and conducts e-business, it is to offer house rent allowance by the district finance according to the e-business development situation and the contribution to the local, the allowance area for a single enterprise shall not exceed 1,000m2 at the maximum at the standard of 0.3 Yuan/ m2·day for a term of 3 years and shall be paid in cash once a year. Upon the fulfillment of 3-year rent, for any occupied e-business enterprise that has the annual e-business transaction amount in and above 50 million Yuan, the rent allowance shall be renewed for 1-3 years based on the original standard.   

   

  Carry out taxation discount policies seriously, and e-business enterprise that is identified as a hi-tech or small & micro enterprise shall enjoy taxation discount policies legally. For any district demonstration e-business industry park, it is to offer award according to the tax contributions of the occupied e-business enterprise, and it is to award 150,000 Yuan in case the annual paid-in tax amount in 5 million Yuan and 300,000 Yuan in case of 10 million Yuan; in case the annual paid-in tax amount exceeds 10 million Yuan, the award in 150,000 Yuan will be added for each exceeded 10 million Yuan.   

   

  For any cross-border e-business industry park identified by the city commerce competent department, if its actual usage area exceeds 50,000m2 and the occupied cross-border e-business enterprises of actual performances exceed 20, it is to offer the one-off award in no more than 1 million Yuan to the park organizer.   

   

  4. Support cultivation and training for e-business talents.  Carry out policies on talent introduction and training, bring senior e-business talents into the short talent list, who shall enjoy our district relevant favorable policies on talents in terms of children’s education, residence migration, medical assurance and housing assurance etc. A certain award shall be offered within three years for those senior talents whose annual salary is over 200,000 Yuan and who work at well-known e-business enterprises and have been identified by the district e-business work leadership team, the maximum award amount shall not exceed the total amount of the income tax paid to the local finance bureau and 5 talents at the maximum shall be identified for each enterprise. 

    

  The district finance bureau shall arrange 1 million Yuan of special fund for e-business training and talent cultivation each year.   

   

  5. Support e-business logistics construction. It is to encourage improving the matching service for warehouse enterprises. For any local enterprise in Xiaoshan provides public goods collection and warehouse service to cross-border e-business transaction platforms with the warehouse area in and above 10,000m2, the rental allowance in no more than 3 Yuan/ m2 each year based on the actual usage area indicated in contracts shall be offered, and each enterprise shall enjoy no more than 1 million Yuan at the maximum. 

    

  For any enterprise that has been brought into the provincial cross-border public overseas warehouse construction pilot list, besides for the provincial support fund, it is to offer a support fund of no more than 500,000 Yuan; for any enterprise that has been brought into the city cross-border public overseas warehouse construction pilot list, it is to offer a support fund of no more than 1 million Yuan.   

   

  6. For any e-business park, program and enterprise etc. that has played a significant promotion role in our district economic transformation and upgrade, the “one thing one discussion” support polices may be executed upon the approval of the district Party committee and the district government.    

   

  (III) Enhance land usage assurance. It is to enlarge support for e-business land usage and encourage using stock land to develop e-business industry. With the precondition of without changing the land usage body and without re-developing construction etc., make use of the stock real estate, and land resources including industrial factory houses and warehouse etc. to establish e-business enterprises and parks, and the land purpose may not be altered at the moment. In case the land parcel is planned for industrial purpose, with the precondition of meeting the melting three planning, and meeting requirements on sunshine, fire control and sanitary etc., it is to increase the plot ratio appropriately. It is to make use of allocated land to develop e-business industry and pay the state-owned land proceeds according to rules upon being approved for use by the planning and national land departments; or determine the land price according to the land appraisal and supplement land grant fee. Priority shall be offered to bring into the annual land supply plan to any nationwide leading express courier and logistics enterprise that builds regional distribution centre in our district. 

    

  (IV) Reform the industry and commerce system. It is to further simplify the registration of registered capital, have in-depth promotion for the reform of e-business field from “business license after administrative permit” to “administrative permit after business license”. Carry out The Reform Agenda on Registered Capital Registration System, relax restrictions on the registration conditions of e-business market body location (business place) and improve relevant administrative measures. It is to encourage establishing commerce secretary enterprises, and e-business operators may use the location or office area of commercial secretary enterprises as their enterprise location for registration. 

    

  (V)Enhance supervision according to laws. According to the new situation occurred in e-business development, it is to implement relevant laws and legal rules, enhance governmental supervision, improve the industry self-discipline, promote the share of credibility and information resources, make sound and motivate work mechanism as honesty of obeying the law and punish violation of laws and incredibility to ensure relevant enterprises to conduce relevant online business legally.    

  

  (VI) Create nice atmosphere. It is to organize e-business enterprises to declare and compete for various support policies offered by the province, city and district and actively attend all levels of and various demonstration brand building activities; it is to organize enterprises to attend various festivals, exhibitions, business invitation, partnering and exchanges etc. and provide good service in all aspects for e-business enterprises. It is to enhance propaganda work relating to e-business development, and create nice atmosphere of promoting e-business placing market and developing e-business.  

  

  

V. The opinions hereof shall be executed from October 14th, 2015 for a valid term of three years temporarily. Appropriate regulations may be made when necessary and it shall be executed and interpreted by the district commerce bureau.
