Xianghu Lake CBD
Located in the west of Xiaoshan District, Xianghu Lake CBD ·Wenyan Town owns the treasure land of three rivers as Qiantang River, Fuchun River and Puyang River, steps on Qiantang River, leans on Xiaoran Mountain, looks down at the crossing of three rivers and holds the ancient Xianghu Lake in arms. Xianghu Lake Avenueand Times Avenue connect Qiantang River Bridge III, Bridge IV, Binjiang, Xianghu Lake and Wenyan Town, integrating Wenyan Town and Xianghu Lake Scenic Area, Hangzhou and the main urban area of Xiaoshan. Forming the inter-city traffic artery for Xiaoshan District, Xianghu Lake CBD ·Wenyan Town with the external world, Hangzhou City Ring Highway and Qiantang River Bridge V are 10km away from Hangzhou West Lake, Xiaoshan urban area respectively and 30km away from Hangzhou Xiaoshan International Airport.
I. Planning for Xianghu Lake CBD
In April 2009, Xiaoshan Planning Bureau and Xianghu Lake Tourist ResortManagement Commission organized Xianghu Lake CBD Concept Planning Agenda to collect agendas internationally and publicly and four domestic and overseas top-end design units made bidding. After 4 months, upon selection by the district leaders, relevant functional departments, the town streets and provincial experts, the Xianghu Lake CBD Concept Planning Agenda designed by Zhejiang Province Urban and Rural Planning & Design Research Institute won the bidding. In December 2010, Controlled Planning for Xianghu Lake CBD Units was finished for compilation.
At present, Xianghu Lake CBD is in progress for a new round of overall planning compilation: by highlighting on the CBD overall development target “a new layout composed of one lake and one city, to build the CBD along the lake and river”, by relying on Xianghu Lake, with Wenyan Town as the base, it is to build Xianghu Lake CBD as an internationalized leisure CBD that is dominated by tourism and integrates business and trade, residence, cultural creation, leisure, resort and R&D. It is to highlight the regional layout “mountains in lake, towns in mountains, towns melted into lake and mountains, the river and lake adding radiance and beauty to each other”, keep a foothold on basic advantages, optimize function layout, deal with the relationship between the lake and towns to realize synchronization of the lake and towns and realize the development thinking to revitalize towns by the lake and make the lake prosperous by towns. In terms of building the scenic area, it is to havemalposed development to the West Lake, continue to make leisure and resort dominant and rely on the profound humane resources and particular ecological resources of Xianghu Lake so as to build a tourist destination that integrates tourism, leisure and resort; in terms of building the CBD, it is to highlightthe regional advantage of developing along the lake and river, further optimize function layout, highlight the development for modern service industry, hi-tech industry and “the HQ economy”, and make the internationalized CBD orientationprominent that integrates business and trade, finance, R & D, leisure, resort and residence.
II. Xianghu Lake Tourist Resort
The total planning area for Zhejiang Xianghu Lake Tourist Resort is 51.7km2, it is overall positioned as being historical and cultural, natural and ecological, leisure and resort. The resort integrates the beautiful scenery of lake and mountains, is deposited with profound history, rich humane scenery, and is a state Grade AAAA tourist resort, one of China’s Top Hundred Scenic Areas and China leisure tourist destination. Since 2006 it was opened, it has received tourists over 20 million person/time.
The core in the resort – Xianghu Lake has been called as “a sister lake” of Hangzhou West Lake owing to the very beautiful scenery. Here, people have excavated Lake-crossing Bridge Culture Site and the canoe from eight thousand years ago which is the earliest worldwide; King Yue’s Town Site on the top of mountains of Xianghu Lake was a significant military castle for King Yue Gou Jian to station troops for fighting against Kingdom Wu then; Xianghu Lake isthe hometown for the great poet He Zhizhang in the Tang Dynasty and otherhistorical celebrities including Li Bai, Lu You, Wen Tianxiang and Liu Ji etc. have left eternal poems and essays here.
1. The Phase I Building Situation of Xianghu Lake
In 2003, by using the chance that The 1st World Leisure Expo was held at Zhejiang Xianghu Lake Tourist Resort, the district made all efforts and implemented protection and development for Xianghu Lake Phase I project which covers an area of 4.64km2, resumed a lake area in 1.2 km2, resulting in five scenic areas including Xiangpu, Hushang, Chengshan, Yuelou and Lake-crossing Bridge, and 26 scenic spots including the Lake-crossing Bridge Site Museum, Hangzhou Polar Ocean Park, Xiasun Culture Village and Yan’er Wedding CeremonyGarden etc. In 2008 and 2010, Xianghu Lake Scenic Area and Hangzhou Polar Ocean Park were selected as State Grade AAAA Scenic Area. Besides, Xianghu Lake has won honors such as “China’s Best Destination for Leisure and Tourists”,“China’s Top Hundred Scenic Areas” and “Zhejiang Ecological Scenic Area”etc.
2. The Phase II Building Situation of Xianghu Lake
In order to further accelerate the development for Xiaoshan modern service industry esp. the leisure and tourism industry, promote the steps for economictransformation and upgrading, further develop function and enrich connotation, and expand the reputation for Xianghu Lake, on base of Xianghu Lake Phase I project, in 2008 our district focused on the three orientations as being historical and cultural, natural and ecological, leisure and resort, and implemented Xianghu Lake Phase II protection and development project at the targets of better ecology, more scenic spots, stronger cultural atmosphere and greater industry.
With the efforts made in over three years, we built five scenic areas including the Tiger Cave, Lion Mountain, Lake Hill, Rock Mountain and Middle Xianghu Lake and many scenic spots including Inquiry Water Shield at Qingpu, Xianghu Lake Musical Fountain and Water Splashing at Jinsha etc. The scenic area expanded to 10.6 km2 from 4.64 km2, and the lake area from 1.2 km2 to 3.2 km2. Meanwhile, a group of catering and tea towers with rich local features including Yuefeng Tower, Lake-crossing Tower, Xianghu Fishing Village and Mingzui Tea Garden etc. together with The First World Hotel, Peach Blossom Crown Holiday Inn and Nine-dragon Mountain Villa etc. have also formed their reception system.
By the end of 2011, Xianghu Lake has received tourists of over 20 million person/time, won high praises from domestic and overseas experts, tourists, and it has gradually become a wonderful essential element for the leisure life of Xiaoshan people.
III. Wenyan Town
Covering an area of 23.68 km2, Wenyan Town has a population of about 25,000, afloating population of about 36,0000, and governs six villages and four communities. In recent years, by fully developing the advantages in terms of location, traffics and humanity, Wenyan Town has firmly held the chance of the development strategy along and spanning Qiantang River of Hangzhou and the state macro strategic regulation, proposed in time a urbanization development road suitable for the local actual situation: make the urbanization building as the main body, do work well for the four golden business cards including tourism and leisure, river scenery residence, catering along Qiantang River and hardware tools, have industrialization as the support, highlight urbanization, upgrade industrialization by urbanization, which is promoted by theindustrialization. The economic structure has been transformed from the passed“the second, third, first” to “the third, second and first” industries; the town has built urban type industry and urban type agriculture, integrated fordeveloping urban type economy, and is marching to the direction as a significant leisure block in the Yangtze River delta. In a short period of some years, Wenyan has realized the historical spanning from a southern China small town to a famous town in southern China and has won such honors as Zhejiang Province Top Hundred Towns of Comprehensive Economic Power, Zhejiang Province Powerful Town of Education, Zhejiang Province Powerful Town of Health, Zhejiang Province Civilized Town, Zhejiang Province Ecological Town, Zhejiang Province Powerful Town of Sports, Nationwide Nice Environment Town, and Nationwide Top Hundred Towns of Comprehensive Development Level etc.
In 2011, the town realized the total financial revenue in 563 million Yuan, its financial expendable fund was 218 million Yuan, the per capita annual revenue reached 19,203 Yuan and its comprehensive economic power has entered Xiaoshan District Top Ten for ten years in succession.
IV. Regulations on Xianghu Lake Management Commission and Wenyan Town Organizations
On May 13th, 2012, the district Party Committee and government declared to execute regulations on the administration system of Xianghu Lake Tourist Resort and Wenyan Town, which shall be under the same leadership to be responsible for all work and matters within Xianghu Lake CBD: to formulate various planning, promote economic development, enhance social administration, provide public service, consolidate the basic root administration rights and maintain social stability.
Xianghu Lake CBD ·Wenyan Town have in succession held the general carder meeting, general meeting of Party members, the town’s 16th session 2ndpeople’s representative meeting, the special subject meeting for enterprise development and the general meeting of all government units to unify ideas and define targets. The leader team made visiting and the investigational study to all units, villages, communities and key enterprises subordinated to Wenyan Town and Xianghu Lake Management Commission to understand the real situation and do well work for deployment. On base of the system regulation coordinationteam established by the district Party Committee and government, a management system regulation team was built too accordingly, the three fixed agenda wasformulated to fix the member, fix the post and fix responsibilities and have concentrated office according to the function of 12 members, and the plate award ceremony was held on July 16th, finishing the work of organization merging basically.
V. Development Direction
At the district 14th session 2nd expansion meeting, it was proposed to accelerate development steps for Xianghu Lake CBD, fully develop the system advantage of Xianghu Lake CBD ·Wenyan Town, further refine Xianghu Lake Phase II project, pay close attention to the planning for Xianghu Lake Phase III and try to create a state designated tourist resort. We should build and develop Xianghu Lake at the height of the whole district, firmly grasp the historical development opportunity from the system regulation of Xianghu Lake Tourist Resort and Wenyan Town, further enhance the awareness and capability of grasping opportunities, fully develop our own advantages in terms of system, region, foundation and teams, accelerate melting to work bravely, make innovations by solving problems, work solidly by maintaining stable, and we should transfer our work from developing town to developing CBD, from developing the lake to developing both the lake and CBD, devote us to the planned construction for Xianghu Lake CBD with better motivated work spirit and higher work passion, and try to make a good beginning for Xianghu Lake CBD in three years. The overall requirement is: “centre on one target, highlight two subjects and solve three problems”, namely:
the one target: centre on Xianghu Lake CBD new layout “one lake and one CBD, build the CBD around the lake and along the river”, and build an internationalized leisure CBD which is dominated by tourism and integrates leisure, resort, business and trade, R&D, cultural creation and habitat. The two subjects: build the lake and the CBD, deal with the relationship between lake and CBD, synchronize the lake and CBD, and realize the development idea to revitalize the CBD by the lake and make the lake prosperous by the CBD. The three problems: solve the program report and approval problem. The farmland, lake area involved in Xianghu Lake Phase III project will both exceed that of Phase II, further it’s necessary to reserve land space for the CBD building, and it’s required to make overall planning and do the work well for the report and approval of the land use in 5,000 mu in three years; solve the investment financing problem: in the future three year, the total investment to Xianghu Lake CBD needs 8 billion Yuan, including 6 billion Yuan for Xianghu Lake Phase III and 2 billion Yuan for the urban construction; it’s required to do the work well for programs and land use, and reserve another 1,000 mu on base of the existing urban reserved land in 150mu and Xianghu Lake reserved land in 1,000 mu; further, it’s required to enhance financing capability, it’s both necessary to enlarge bank financing force under policies, and the financing from commercial banks, and it’s also necessary to enlarge the cooperation and development with social capital; solve the problem of land acquisition and relocation: in three years, it’s required to ensure the land acquisition and relocation for 2,000 households, 120 enterprises, and acquire land in 9,000 mu to make a good base for promoting the starting work of Xianghu Lake CBD.
